History of Oxnard

Oxnard owes its establishment to a sugar beet factory built by Henry Oxnard on Port Hueneme’s plain inland. He had the intention of naming the settlement Zachari, which is the Greek word for sugar, but instead, he used his family name due to the bureaucracy of the state at the time. Before the establishment of Oxnard, the Chumash Native Americans inhabited the area. The Chumash are well known for their basket work and canoes constructed with planks.

With the establishment of a number of missions around the area and other places in California, settlements and ranches began to flourish in the vicinity. The area known today as Oxnard was served by Mission San Buenaventura, built in 1782. The population of the area began to increase as immigrants from Europe and the East Coast settled there.

At this early stage, agriculture was the primary industry. Barley and lima beans were the major agricultural product of the local farmers. In 1882, an agricultural brokerage business was established in the area by Achille and Henry Levy, who also introduced a bank in the area to assist local farmers.  In 1897, Henry Oxnard, together with his three brothers, started the American Beet Sugar Factory in Chino upon invitation by Albert Maulhardt and Johannes Borchard, who was convinced that sugar beets would sell in the area. For easy shipment of processed beets from this factory, a spur was constructed by the Southern Pacific Railroad directly to the factory.

Factory activity resulted in the establishment of businesses and residences in and around the Plaza, which was the name for Oxnard’s town square. Thus, a small town quickly developed in the area. An increase in population brought about the development of infrastructure. Churches and schools were constructed to meet the needs of the local population. The factory continued to grow and impacted the development of the area in a number of ways. As workers from China, Japan and Mexico came to the city, agriculture became more diversified. Besides general merchandise, other types of businesses such as banks, saloons, laundries, and restaurants were also established in the emerging town.

In 1903, the city incorporated and was named after Oxnard, the founder of the settlement. A public library was constructed at the town square. The library remains the only structure constructed in the early days of the town still standing. Today, the city is located in Ventura County and it is the largest city in the county. Agriculture remains the primary industry.

Economy

Oxnard’s economy is mainly agriculture-based; however, in the last decades, the economy diversified, as other industries began to thrive. Today, apart from agriculture, the city’s economy is driven by tourism, defense, manufacturing, and international trade. One of the factors that attract industry to the city is the Port of Hueneme, which is the busiest port between Los Angeles and San Francisco.

Besides these manufacturing companies, there are other industries that make a significant contribution to the local economy, including transportation, finance, energy, and high tech industry. Tenby Inc.’s Oxnard Refinery operates the only two oil fields in the city. They are West Montalvo Oil Field, which is situated along the coast in the city’s western part, and Oxnard Oil Field, which is located along the 5th Street in the eastern part of the city.

As stipulated in the 2009 Comprehensive Annual Financial Report of the city, the largest employers are Aluminum Precision Products, Haas Automation, City of Oxnard, Waterway Plastics, Oxnard Union High School District and St. John’s Regional Medical Center.

Education

Oxnard has four elementary school districts and one high school district. Six comprehensive high schools are under the control of OUHSD. Over 16,000 students are enrolled in these high schools. With an over $100 million annual operating budget and up to 700 teachers on the payroll, OUHSD is making a remarkable contribution to the economy of the county. OUHSD also operates an adult school called Oxnard Adult School.

Besides these schools operated by OUHSD, there are other institutions of higher learning in the city. Oxnard College, which is accredited by the Western Association of Schools and Colleges, offers a number of associates degree programs. It also offers continuing education courses. Oxnard is also home to campuses of a number of universities such as Azusa Pacific University, California Lutheran University, University of La Verne and Embry-Riddle Aeronautical University.
